My builder handed over possession of my flat but has not obtained the Occupancy Certificate even after four years. I am unable to get a home loan or register the flat without OC. Can I cancel my booking and claim a full refund with interest on the ground of the builder's failure to obtain the Occupancy Certificate, specifically for a property situated in Lajpat Nagar, Delhi?
