I recently purchased a property in Kanpur and need to update the revenue records to reflect the change in ownership. What is the mutation process?

Property mutation — called dakhil-kharij in UP's revenue system — is the process by which the buyer's name replaces the seller's name in the revenue records maintained by the Tehsil office. It is one of the most commonly misunderstood steps in a Kanpur property transaction: clients often either assume mutation happens automatically after registration, or they ignore it entirely, both of which are mistakes.

Mutation does not happen automatically. After you complete the registration of your sale deed at the Sub-Registrar's office at Civil Lines, you must separately apply for mutation before the Tehsildar of the relevant Tehsil in Kanpur Nagar. The application requires: a copy of the registered sale deed, proof of your identity, an affidavit confirming the purchase, the previous owner's latest revenue entry (khatauni extract), and the receipt for property tax paid to date. The Tehsildar issues a notice to all interested parties, gives an opportunity for objections, and — if no valid objection is raised — passes the mutation order recording your name as the new owner in the revenue records.

Mutation is not a substitute for a registered sale deed, and it does not by itself prove legal title — only a registered deed and a civil court decree can do that. But it matters practically for several important reasons: it is required to change the name on utility connections, it establishes your prima facie possession for revenue purposes, it is required for further transactions in the property (including sale or mortgage), and it is used as evidence in civil proceedings about possession.
