I recently purchased a property in Vadodara and need to update the revenue records to reflect the change in ownership. What is the mutation process?

Property mutation — called hakkpatra change or namoond correction in Gujarat's revenue system — is the process of updating the land revenue records to show the buyer's name as the recorded owner in place of the seller's. Understanding this process in Vadodara specifically is important because Gujarat has its own mutation system that differs from the Bihar eMutation and UP Tehsil systems covered in earlier content.

In Vadodara, revenue mutation is processed through the Taluka Mamlatdar's office — for properties that fall within the Taluka revenue jurisdiction — or through e-Dhara kiosks operated by the Gujarat government, which have made much of the mutation process accessible online and at designated service centres across the city. The buyer or their authorised representative submits the mutation application with: a copy of the registered sale deed, the property's current 7/12 extract or hakkpatra entry, proof of identity, and any supporting documents relevant to the transaction. The Mamlatdar issues notice to interested parties, gives an opportunity for objections, and — where no valid objection is raised — passes the mutation order updating the revenue record to show the new owner's name.

There is an important distinction in Vadodara between revenue mutation (for agricultural and revenue land under the Taluka system) and property card mutation (for urban properties within the VDMC area, which falls under the Vadodara Municipal Corporation's property records system). For urban properties within the VDMC limits — which covers most of Vadodara's built-up residential and commercial areas — you need to separately update the VDMC property card (Milkat Register) to ensure future property tax demand notices come in your name rather than the seller's. Both mutations are important, and neither is automatic after registration.
